BLO : Date change of Votar List program.Election Commission of India (ECI)Election Commission of India is a permanent Constitutional Body. The Election Commission was established in accordance with the Constitution on 25th January 1950.The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice-President of India.Voter EducationVoters’ Participation in the democratic and electoral processes is integral to the successful running of any democracy and the very basis of wholesome democratic elections. Recognizing this, Election Commission of India, in 2009, formally adopted Voter Education and Electoral participation as an integral part of its election management.Who can become a voter?(a) Every Citizen who is 18 years old on the qualifying date (1st January of the concerned year, unless disqualified is eligible to be enrolled)(b) Enrollment only at ordinary place of residence.(c) Enrollment only at one place.(d) Overseas Indian deemed to be ordinarily resident at address given in passport..(e) Service Voters deemed to be ordinarily resident at their home address.Electoral RollsThe names of eligible electors ordinarily residing in an assembly constituency, are enlisted in the voters list by the registering authority, these lists are called Electoral Roll of that constituency.Voter ID cardOne has to file the application for the purpose, in prescribed Form 6, before the Electoral Registration Officer / Assistant Electoral Registration Officer of the constituency within which the place of ordinary residence of the applicant falls. The application accompanied by copies of the relevant documents can be filed in person before the concerned Electoral Registration Officer / Assistant Electoral Registration Officer or sent by post addressed to him/her or can be handed over to the Booth Level Officer of the respective polling area, or can even be filed online on website of Chief Electoral Officer of the concerned state or website of Election Commission of India. While filing Form 6 online, the copies of necessary documents should also be uploaded.There are four options an eligible voter can follow to submit Form 6. These are given below:Option I – Online applicationStep 1. Log on to www.eci.nic.in or www.ceodelhi.gov.in, or respective states Chief Electoral Officer (CEOs) websites where new voter ordinarily resides. Click on tab “Online Voter Registration”Step II – If you are a new user, please sign up, you will obtain a user name and password.Step III – Upload one passport size colour photograph in the space mentioned in the Form. This is mandatory.Step IV – Upload the proof of residence and age (optional) in the space mentioned in the Form. This is optional.In case you are unable to upload the supporting documents, the Booth Level Officer (BLO) will come to your residence to verify the information and will collect the required documents. The required documents includea) Proof of residence (such as driving license, passport, bank pass book, any postal letter received in your name on your address etc). In case you are a student residing in a Hostel of your University / Institute or elsewhere (e.g. PG) etc, then please get a Declaration in the proforma at Annexure One (click here also) to Form 6.
